1. Act as an agent for the application for the cooperative education institution between Chinese and Foreign Countries.

In recent years, with the highly development of the economy of Shanghai, many personages concerned with education intend to set up such institutions in Shanghai. In order to make things convenient for those schools, SEAIE offers consultation about school-running policy and application procedure and we also bring forward opinions on the school's teaching, management and administration according to the different aims and features of all kind of schools. A number of cooperative education institutions have acquired the Association's instructions such as Shanghai Taierfu Business Administration College, Shanghai Jiuzhou Art School and so on.

2. Act as an agent for the school entrance application for the foreign personnel's children

To improve Shanghai investment environment and make foreign personnel's children receive favorable education as they receive in their own countries, SEAIE instructs on all kinds of schools for those children invested by institutions abroad or individuals in Shanghai. We also provide with consultation about Shanghai's school-running policy, research the feasibility and conduct the application procedure. Our work plays an active role in making the Municipal Education Department avoid a large number of consultations and routine work in the application procedure; our work also reduces some bothers taken with the unfamiliarity with the procedure and application demand for the applicants. Now there are 14 schools for the foreign personnel's children in Shanghai and 12 of them, including Shanghai Concorde International School, Shanghai Enjier Kindergarten, Shanghai Qinghai Korean School, are all set up with the help of SEAIE. 3. Act as an agent to engage foreign experts and teachers

As the only agency admitted by the National Foreign Expert Bureau to develop the engagement operation, SEAIE provides different kind of agency services for the city's all sort of education and culture organizations. SEAIE has now established contact with some teacher's agency institute and set up the information storage of the foreign experts and teachers. Besides, the Association provides policy instructions and concrete services on engaging teachers for the schools for foreign personnel's children. SEAIE also organize the school's management staff to take training periodically and invite Shanghai Education Committee, External Affairs Office, Customs, Tax Bureau to give lectures to make them further understand China's laws and regulations. We also assist to go through the teacher visa and expert certificate. Our "containing management in service" is much welcomed. In 1999, we went through 221 expert certificates for teachers in the school for foreign personnel's children, prolonged 86 expert certificates, handled with 101 visa notifications.

4. Aid weak schools and needy students financially

In responding the activities of "reduce the weak project" and aid the needy students, SEAIE took advantage of the good communication channels with domestic and foreign education institutes to organize several items to help improve the teaching conditions and aid the needy students to complete the school work. SEAIE assisted a Japanese friend, Mr.Qiaoben, to set up aid funds. These ten years more than 10 kindergartens and primary schools in Shanghai have received a total of ￥700,000 via SEAIE and those schools' teaching conditions have greatly been improved. In 1996, SEAIE assisted Japan Changyang Bank to set up "Changyang Bank aid funds" to aid 30 needy pupils in Jinshan Region and the total amount has reached nearly ￥100,000.

5. Application for scholarship

To promote the cultivation of able persons, SEAIE tries its best to send outstanding teachers and students to study abroad with scholarship. There are items like postgraduate studies, university studies and also the items aimed at culture exchange. Since 1996, there have been more than 40 students that was sent to the United States, Britain, Australia, France, Singapore each every year to study more than a term with full financial aids. Up till now, all the teachers and students that was sent abroad by SEAIE, all came back in time after completing their studies.
